House Bill 352 was the Executive Branch budget bill, passed by the House and amended by the Senate. The Senate version was particularly problematic as it did not address Kentucky's revenue crisis and therefore reduced needed spending and withhelds teacher pension contributions until benefit cuts were made.

KFTC opposed the Senate version of the bill (and there were many problematic aspects in the House version, passed earlier). However, in the midst of the COVID-19 pandemic, the final bill looked much different and included a state budget for one year rather than the normal two years.
