Judge of the Court of Appeals 3rd district/1st division

The Kentucky Court of Appeals is divided into seven appellate districts, with two judges elected from each district. Judges serve eight-year terms. The judges are divided into panels of three to review and decide cases, with the majority determining the decision. The panels do not sit permanently in one location, but travel about the state to hear cases.

This seat became vacant when Judge Debra Hembree Lambert was elected to the Kentucky Supreme Court in November 2018 (effective January 7, 2019). Her unexpired term runs through 2022.

The candidates in this race are Michael Caperton and Jacqueline Caldwell. This is a nonpartisan race.

Voters in the following counties may vote in this race: Adair, Bell, Casey, Clinton, Clay, Cumberland, Estill, Garrard, Green, Jackson, Knox, Laurel, Lee, Leslie, Lincoln, Marion, McCreary, Metcalfe, Monroe, Nelson, Pulaski, Rockcastle, Russell, Taylor, Washington, Wayne and Whitley.

Question 1:

What educational, occupational, and community experiences have you had that qualify you for this judicial office?

Graduate of Transylvania University 1977, University Kentucky College of Law, Juris Doctorate 1987. Over 8 years of experience as an attorney, practiced family law, criminal, civil and complex civil litigation. Over 17 years experience as a trial judge, both district and circuit, and over 7 years as a judge at the Kentucky Court of Appeals; the latter being the office for which I am now campaigning. Broad background in non-legal areas which compliment formal legal education and experiences, such as school teacher, heavy equipment operator, truck driver, etc. Every decision you make today is based on formal education and life experience, broader experiences allow more reasoned and better decisions for our communities and people.

What educational, occupational, and community experiences have you had that qualify you for this judicial office?

I have a B.A. degree from Campbellsville University and Juris Doctor degree from the University of Louisville. I am a former prosecutor and experienced as both a trial and appellate court attorney, having argued cases before both the Kentucky Court of Appeals and the Kentucky Supreme Court. I am a vigorous advocate for our most vulnerable populations; children, elderly and the disabled. My personal back ground as a blue collar worker gives me a perspective that is lacking in our judiciary.
