Democratic voters in Rowan County may vote in this race. The winner of the Democratic primary will face Republican Kim Davis in the General Election in November.

What could the County Clerk's office do to improve voter turnout?

Representatives of the Clerk’s office should attend local events in the community and on the Morehead State University campus to increase voter registration opportunities. Registration opportunities created through the Clerk’s office should be free from bias and conducted in an impartial manner. In addition, the Clerk’s office should accept student identification cards as a valid form of ID, as outlined in KRS statutes.

Early voting should be available at the earliest possible time allowable by state guidelines. Absentee ballots should be easily accessible, and provisional ballots must be readily available to voters should any potential verification issues arise.  Accurate polling locations should be visible on the Clerk’s website as well as at the office, and a printed copy should be available upon request by our citizens. Lastly, the County Clerk should advocate for the restoration of voting rights for felons once such individuals have repaid their debt to society.

The Clerk's office has the perfect venue for increasing voter awareness of processes such as absentee voting, deployed veteran voting, and voter registration. New voter education opportunities in local schools would also educate and encourage young voters.

What could the County Clerk's office do to improve voter turnout?

I believe engaging government begins with citizens feeling that have ready access to the officials that serve them. The County Clerk’s Office must be more present in the community. Citizens should understand and be aware of all the services provided by the County Clerk’s Office. As County Clerk, I would create an office that is active in local schools helping to educate students about the importance of voting and voting laws. I would create more opportunities to register young voters and stress the importance of becoming an active participant in local government. Voter registration and turnout can be fostered simply by making the office more accessible to the public. As a County Clerk, I would work with schools to create programs to educate and register future voters, our office would always be accessible at community events, and we would extend the hours the office is open to make sure every citizen can take advantage of the services provided by the Clerk’s office. I would make certain that our Clerk’s office readily provides updated information to the public regarding precinct locations and access to early voting through multiple media outlets including the Clerk’s website and local newspapers. As County Clerk, I would make it a priority to ensure that every citizen in Rowan felt that they had equal opportunity and access to the voting booth.

What could the County Clerk's office do to improve voter turnout?

Using services that are already in place would be the most fiscally responsible way to increase voter turnout. We could use vehicle registration mailers to remind citizens about voting and easy ways to register to vote. In addition, I think creating a non-partisan civics presentation for high school seniors held by a representative from the clerk’s office could be successful. Having someone on-hand to provide students with information on voting and helping them register that day. Finally, having a media platform focused on “Rowan County Votes” that utilizes both print and digital media could potentially reach more people across the county.
